Eurogiro CEO Commentary
A busy autumn with many Eurogiro meetings around the world
This autumn Eurogiro has participated in
many valuable and productive meetings and
has acted as host for a number of them.
The Eurogiro Security Group invited, in late
September, to a Security Seminar in Vienna,
which especially focused on an audience from
Eurogiro member organisations comprising
the Internal Auditor, Eurogiro Security Officer,
Compliance Officer, Eurogiro System Ma-
nager or the Site Co-ordinator. The seminar
consisted of presentations, discussions and
external presentations surrounding Business
Continuity and topics regarding Cobit5. The
prime objective was to promote IT & Network
security amongst Eurogiro members. A similar
seminar will be held in Singapore during
March next year.
As mentioned in our September newsletter,
Eurogiro attended the UPU Congress in Doha
and held a Eurogiro workshop during the
same week for senior postal organisation
representatives. You can read more about
this event elsewhere in this issue.
Furthermore a Eurogiro Community Meeting:
Asia Pacific, was held in Tokyo on 13 Novem-
ber highlighting the importance of payments
growth in the region. The event attracted over
25 senior level attendees from organisations
across 12 countries in the Asia Pacific region,
as well as the US and Brazil. The audience
was a mix of Eurogiro members and prospec-
tive members representing postal administra-
tions, as well as posts and commercial banks.

in this issue.
Last but not least, we would like to take this

San Marino Post was established under
Government law n.54 of 21st May 2012. It is
a public entity with legal personality and an
independent organisational, administrative,
accounting and regulatory framework,
created to ensure the provision of financial
and postal services, previously provided by
Poste Italiane on San Marino territory.
With its capillary structure throughout the
country, consisting of 10 post offices, it is able
to ensure high service levels to its customers.
The Postal Entity has the following functions:
guaranteeing the international postal service
performing in this area, on behalf of the
Republic of San Marino, and also functions of
representation; negotiating conventions and
international trade agreements in the light of
the services and products, as mandated by
the State Congress; engaging in the activities
for the collection, sorting, routing and delivery
of mail within the territory; offering financial
postal services; providing other services as
delegated by the Public Administration and
the extended Public Sector; carrying out
payments and collections as delegated by the
Department of Treasury of the Central Bank,
as well as those delegated by offices and pub-
lic institutions; and conducting research and
development activities within its specific areas
of competence.
The potential customers of Poste San Marino
during its start-up can be divided into two main
categories: economic agents, and physical
persons. According to the results of a market
analysis previously carried out, the penetration
of the overall catchment area is roughly 45%.
In the physical persons market the penetration
is 52% and consists of 19,204 individuals.
In the economic agents market the penetra-
tion is 37% and consists of 2,377 agents.
At the start of the Eurogiro implementation
San Marino Post has focused its attention
on two groups of potential relevant partners.
Initially San Marino Post will introduce only
cash payments and Poste Italiane will be
the first partner. However the organisation is
naturally interested in opening more corridors
within the Eurogiro Community and is pre-
paring to realise the multilateral framework
to provide a fast relationship within the
community.

A public entity, sited in the oldest republic in the world and the smallest country in Europe, joins
the Eurogiro Community and will benefit from fast international money orders to customers from
