Technical User Group meeting
2015 in Copenhagen
The main topic was “compliance in payment instructions”, covered by
presentations from members and suppliers. It also provided a forum for
Eurogiro to bring members up-to-date on technical information about
compliance with rules and regulations.
Every 2nd year we hold the Technical User
Group meeting in Copenhagen.
Our Service Desk – ENOC – is located in
Copenhagen. This gave the participants
the opportunity of meeting with the team
members and to discuss and get acquaint-
ed with the services they can deliver.
Settlement Service Changes
It has been more than 10 years since
Deutsche Postbank launched a settlement
service (ESSP) for payments exchanged in
the Euro currency.
Since then emerging regulatory environment
has required enhanced payment transpar-
ency with an increasing demand to include
the underlying payment details of settlement
instructions for ATF and AML processing.
Jutta Rosar from Deutsche Postbank gave a
presentation on the changes implemented in
the settlement service in order to comply with
the enhanced requirements stipulated in EU
Regulation 1781 and FATF Recommendation
16. Please also see the “ESSP –Redesign”
article in this Newsletter.
To avoid “blind settlement” it is mandatory for
participating members to send T_copies of
all transactions initiating ESSP settlement to
Postbank to enable sanctions screening prior
to settlement.
In addition to the T_copies, a new set of
messages and procedures have been defined
to handle the exceptions where an underlying
transaction fails in the sanctions screening.
Sanctions screening, parties to check:
•
Sender
•
Beneficiary Bank
•
Intermediary Bank
•
Beneficiary
•
Message text
Know your customer (KYC) and know
your customers’ transactions!
Eurogiro has developed a set of services
within our applications to ease implementation
of these new messages and procedures. This
gives our members the flexibility of relying
on the automatic procedures on the Eurogiro
system for MT202 and T_copy generation, as
well as message reconciliation, or to develop
some of these services within their host
application.
Eurogiro System Support:
•
Automatic MT202
•
Automatic T_copy
•
Edit of Envelope for removal of rejected
transaction
•
Blocking of Envelope until settlement
•
MT299 with rejected transactions
•
Message reconciliation
All controlled by parameters
Eurogiro System Upgrader
Gavrilo Belacevic from Seavus presented the
enhanced procedures for the Eurogiro System
upgrade. With the new procedures a number
of manual steps have been removed and the
system does an automatic verification upon
start-up. Upgrading the system is fast and
easy and is no longer dependant on a specific
version of the application. This means that a
member can upgrade directly from 3.8 to 4.3
in a single step, including database updates.
A few manual steps are still required for the
upgrade of dependant products such as Java
and Tomcat / JBoss.
Software testing
Nemanja Guzina from Seavus and Nikolay
Popov from Cortex (ENOC) gave a view on
how the applications are tested before they
are released for members to test.
Both organisations have a number of semi-au-
tomatic test procedures. The developers are
doing unit testing and release testing, while
the Service Desk is undertaking functional
testing by message injection.
The number of test procedures increases day
by day. The hard part is the test of the GUI
which requires quite a number of resources to
enable testing of each corner of the application.
Testing:
•
Test driven development
•
Client developer relations
•
Test coverage
•
Testing each other’s code
Information Security Policy
As presented at the TUG last year, the
ISO27001 security standard was updated due
to emerging technology and a change in the
threat pattern.
The Eurogiro Security Group has updated the
Eurogiro Information Security Policy (EISP)
to comply with the ISO27001:2013 require-
ments. On behalf of the Security Group,
Marian Illovsky, Postova Banka, presented the
main changes to the new policy that will take
effect from 1 January 2016.
The new policy has also implemented the
“low hanging fruits” from the Payment Card
